Why a site is covered by phase, not by programme

A cover pattern set at the start of a build is wrong by the middle of it. The risk on a site moves: it starts in the compound and on the plant, climbs the scaffold with the frame, and ends up inside the building once the expensive finishes arrive.

Specifying by phase means the cover can be re-quoted when the site changes shape, so the client is not paying for a night dog unit over an empty excavation, or relying on a lone gate officer to cover a shell full of copper.

What each phase needs

Groundworks and enabling works

An open perimeter, plant parked in the compound, fuel on site, and few people about after hours. The risk is plant and fuel theft and trespass through an unfinished hoarding. Out-of-hours cover is the priority, and a dog unit covers a large, irregular site on foot.

Frame and envelope

Scaffold gives access from above as well as through the gate, and materials start to sit on floors. The site is harder to walk and harder to see across, which is where a dog's search beats an officer's line of sight.

Fit-out

The highest-value period: cable, copper, boilers, kitchens, and tools, with the most trades on site by day. A day officer at the gate sees who comes in and what goes out; a dog unit takes the night.

Handover

The site becomes a building. Cover either ends or switches to vacant property security or key holding and alarm response until the occupier moves in.

Day officers and out-of-hours dog units

The two halves of the cover do different jobs. By day, an SIA Door Supervisor licensed officer at the gate is a presence: the person who sees deliveries in and skips out, and who is visible to everyone arriving. Officers are supplied to work under your site rules, and a full 5-year work and background check is carried out.

Out of hours, presence deters nobody because nobody is there; the job is detection, and a handler with a general-purpose dog searches the site rather than watching it. Handlers are certified NASDU Level 2 GP, dog units are operated to BS 8517, and the dog section is in-house, approximately 15 to 20 dog-and-handler teams, with nothing subcontracted.

Both halves come from the same company and the same control room, staffed 24 hours a day, so a site with a day officer and a night dog unit is one contract with one point of contact.

  • •Whether the site has a hoarding, gates, lighting, and an alarm or CCTV already

Yes. The pattern is an SIA Door Supervisor licensed officer at the gate during working hours and a dog unit from lock-up to gates-open. The hours are yours to set. A site can also take one half only, for example a night dog unit alongside the contractor's own day cover, or a day officer on a site that is alarmed and keyheld at night.
